A high score does not mean an account has an open procurement or is dissatisfied with its current provider. It means the available evidence supports prioritizing the account for commercial diligence.
Evidence labels
- Confirmed fact
- Supported by a primary government, regulatory, or statutory source.
- Company-reported fact
- Reported by the facility, health system, or company, not independently validated.
- PolicySight assessment
- Commercial interpretation, account ranking, or recommended action.
- Inference
- A reasoned conclusion that still requires account level diligence.
- Unverified
- Named in the research but not confirmed against a primary source yet.
Verification standard
- Every trigger is tied to a statute, rule, agency release or budget instruction with a date.
- Current law and pending legislation are labeled separately and never blended.
- Facility status is taken from primary or facility published sources.
- Incumbent provider status and procurement intent are treated as unverified until confirmed.
Regulatory triggers, deadlines and facility status were checked against primary government, statutory and facility sources. Incumbent provider status and current water management program status were not verified at the account level.

- Practical windows for outreach before decisions, guidance, or implementation choices harden.
Proprietary intelligence can inform actor mapping, timing, engagement strategy, and confidence, but it does not replace verification of statutes, rules, deadlines, or public agency actions.
